It lives on today as the Evergreen Action Plan, a comprehensive roadmap for this national mobilization: investing in and building both a thriving clean-energy economy that strengthens communities and a future rooted in justice and economic inclusion.

They played a pivotal role in the passage and implementation of the Inflation Reduction Act (IRA), helped set critical federal standards on pollution, and aided in critical state wins like Michigan’s 2023 100% clean energy standard. Now, under the Trump administration, they are helping states both achieve bold climate progress and defend against attacks on progress, building momentum toward a cross-state climate affordability agenda and renewed climate leadership.

The Opportunity

Evergreen seeks a Deputy Policy Director to steer our Power Sector policy work and help us achieve our mission of tackling the climate crisis while creating an equitable and affordable clean energy economy. The Deputy Policy Director will play a central role in building out our growing work to deploy clean power, primarily at the state and regional level in the near-term. This includes playing a pivotal role as a member of the Policy Team while seamlessly collaborating with the States team. 

This role will shape Evergreen’s power sector policy agenda, authoring original policy products to demonstrate the roadmap for bold yet actionable power sector decarbonization and affordability policies. Additional work will include interfacing with state coalition partners and senior state officials, including governor’s offices, state agency staff, and PUC commissioners.  

Key Responsibilities

Policy Development & Thought Leadership

  • Proactively develop and advance key policy opportunities on a regular basis to continue driving progress towards tackling the climate crisis at the state level by transition to clean power, while maintaining an understanding of how state opportunities intersect with the federal landscape
  • Shape policy strategy for engagement on power sector issues, and advance new policy opportunities for impact on a regular basis through coordination of work across departments
  • Serve as a leading clean energy policy expert and thought leader for the organization, particularly at the intersection of clean energy deployment and affordable energy, as well as siting/permitting, transmission, electricity rates, demand/load growth, and utility business model reform/accountability
  • Independently lead and coordinate key workstreams, including the development of both behind-the-scenes policy materials for policymakers (e.g. memos, responses to requests for research and technical assistance) as well as public-facing policy products (e.g. blogs, memos, reports) for our priority power sector campaigns

Cross Team Collaboration

  • Proactively leverage and direct Evergreen’s full capacity in service of its state-focused efforts through collaboration with the States team (full-time staff and consultants) and other departments (Policy/Comms/Digital/)
  • Clearly articulate complex policies ideas and craft policy recommendations on a regular basis that comport with the local policy and political context in particular states and regions, including ongoing monitoring of new developments and trends in service of continuously refining our policy priorities

External Representation

  • Represent the organization independently in external venues requiring both subject matter expertise and political acumen, including meetings with policymakers and partners
  • Present clear, actionable policy recommendations on a regular basis to state policymakers across the country, particularly in our priority states, grounded in both power sector decarbonization and energy affordability
  • Represent the organization in state and national media as appropriate
  • Proactively identify, develop, and execute ongoing collaborations with other climate organizations focused on clean energy deployment in service of our policy goals

Additional Responsibilities

  • Regularly flex independently between in-depth and complex policy analysis and higher-level policy and political strategy
  • Participate in fundraising efforts, as assigned, particularly developing relationships with key funders in your sector, as is feasible with opportunities and work load

Ideal Candidate

The ideal candidate is a seasoned clean energy policy expert who combines deep technical knowledge with strong political and strategic instincts. They bring significant experience advancing state-level clean energy policy and are motivated by the opportunity to accelerate the transition to an affordable, equitable, and reliable clean power system. This individual is comfortable operating at both the analytical and strategic levels—developing rigorous policy solutions while navigating the political realities that shape how those solutions move forward.

They are a proactive self-starter who can independently identify policy opportunities, lead complex workstreams, and translate technical concepts into clear and actionable recommendations for policymakers, advocates, and the public. The ideal candidate is an excellent writer and communicator, capable of producing high-impact policy memos, reports, and public-facing materials that shape the conversation on power sector decarbonization and energy affordability.

This person thrives in collaborative environments and works effectively across teams, aligning policy strategy with communications, campaigns, and state advocacy efforts to maximize impact. They are also a credible external representative—comfortable engaging with senior state officials, regulators, coalition partners, and the media, and able to build trusted relationships across the clean energy ecosystem.

Finally, the ideal candidate is deeply mission-driven. They bring urgency, creativity, and determination to the challenge of confronting the climate crisis and are excited to help build a thriving, just, and inclusive clean energy economy.

Qualifications

  • Demonstrated and proven experience in state-level clean energy policy development in either a government or advocacy setting (note: federal experience is a plus for supporting the intersections between state and federal policy, but we are most interested in state experience for this role)
  • A mix of in-depth policy chops and strong political and strategic acumen 
  • High level of familiarity with the broad inner workings of state government, including from experience working within state or federal agencies or regulatory entities (such as Public Utility Commissions)
  • Strong written communication skills, including being capable of authoring high-impact policy products and communicating with policymakers and advocates
  • Strong verbal communication skills, including public speaking and presentation skills 
  • A strong commitment to and enthusiasm for our mission and defeating the climate crisis

Location & Compensation

This is a remote position with a target salary of $145,390.
