The Opportunity
Evergreen Action is seeking a Senior Regional Advocate to lead our work at the PJM Interconnection, and surrounding Mid-Atlantic states to advance the organization’s climate and clean energy goals.
Working closely with the Eastern States and Power Policy teams, the Senior Advocate will lead or co-lead state-based coalitions focused on PJM advocacy, as well as engage with key Governor’s office staff and state legislators. This is a specialized role that includes coordinating closely with external technical experts and representing Evergreen in external-facing venues, including engagement with environmental NGOs, the Federal Energy Regulatory Commission (FERC), and PJM.
This role is ideal for a mission-driven advocate with experience working in or around state government wholesale markets, policy, or advocacy campaigns. The Senior Advocate will support legislative and regulatory engagement, conduct policy research, design and implement Evergreen’s PJM advocacy strategy, and help translate complex policy issues into effective advocacy strategies and communications.

Key Responsibilities
Strategic Advocacy & Political Acumen
- Lead and co-lead advocacy coalitions on PJM issues that advance Evergreen’s climate and clean energy priorities across the region, in coordination with the Eastern States and Power Policy teams
- Monitor policy developments at PJM, FERC, and across priority states, and identify opportunities for strategic engagement
- Translate policy priorities into effective advocacy tactics and campaign activities within stakeholder and regulatory processes
- Represent Evergreen in meetings with policymakers, agency officials, utility commissions, and key PJM stakeholders, including travel to state capitals, PJM convenings for legislative meetings, public comment opportunities, and policy briefings
Relationship Building & Coalition Leadership
- Build and maintain strong relationships with regional partners, including advocacy organizations, technical experts, labor groups, and community stakeholders engaged at PJM
- Participate in coalition meetings, convenings, and collaborative advocacy efforts related to PJM and wholesale energy markets
- Support efforts to expand Evergreen’s presence and partnerships throughout the PJM footprint
- Help coordinate messaging, strategy, and tactics with coalition partners to advance shared policy goals at PJM
- Represent Evergreen professionally and credibly in diverse stakeholder settings
Communications & Policy Writing Excellence
- Conduct policy and technical research to support PJM advocacy campaigns and strategic decision-making
- Draft memos, comment letters, policy briefs, and other written materials that support Evergreen’s advocacy efforts at PJM
- Translate complex policy and market analysis into clear, persuasive materials for policymakers, partners, and advocates
- Prepare briefing materials and background research to support meetings with decision-makers, technical experts, and stakeholders
- Communicate policy insights and PJM developments internally to inform regional strategy

Ideal Candidate
The ideal candidate is a strategic advocate with deep, specialized knowledge of PJM and energy markets, who is comfortable developing and leading this workstream for the organization.
They bring experience and relationships within the advocacy community around PJM. This individual is comfortable in corporate, shareholder-heavy, and technical settings, and can coordinate effectively with technical experts outside the organization. They move fluidly between legislative meetings, regulatory proceedings, and coalition tables.
Ideally, they bring existing trusted relationships with senior officials in the Governors’ offices of Pennsylvania, Maryland, and New Jersey, as well as with utility commissions and regulators across the region, or a demonstrated ability to build relationships at that level quickly.
They bring curiosity, a collaborative mindset, and the ability to operate effectively in dynamic policy and advocacy settings. They also bring sound judgment, strong relationship-building skills, and the ability to lead and co-lead advocacy tables with minimal oversight.
Qualifications
- 4+ years of professional experience in energy policy, advocacy, government, or the energy industry, with specialized, hands-on experience on PJM issues
- Experience engaging with senior public officials, utility commissions, and PJM stakeholders
- Comfort operating in corporate and utility environments in addition to grassroots organizing settings
- Strong written and verbal communication skills, with the ability to translate complex, technical energy market issues for a range of audiences
- Familiarity with PJM’s stakeholder processes, wholesale market rules, and relevant FERC rules
- Experience conducting policy or legislative research and producing written materials for advocacy purposes
- Demonstrated ability to manage multiple projects simultaneously and meet deadlines in fast-paced environments
- Demonstrated ability to manage external consultants.
- Willingness to travel regularly within the region (approximately up to 25%)
- A strong commitment to Evergreen’s mission and to advancing solutions that address the climate crisis
- Location within the Northeast or Mid-Atlantic region preferred, with priority consideration for candidates based in Pennsylvania, New Jersey, or Maryland

Location & Compensation
This is a regular, full-time, exempt position within the bargaining unit. This is a remote position with a target salary of $130,000.
