When Governor Inslee left the presidential race, he made his 218-page “gold standard” policy plan into an open-source document. It lives on today as the Evergreen Action Plan, a comprehensive roadmap for this national mobilization: investing in and building both a thriving clean-energy economy that strengthens communities and a future rooted in justice and economic inclusion.

Since Evergreen was founded, they have successfully influenced the U.S. climate policy landscape. They played a pivotal role in the passage and implementation of the Inflation Reduction Act (IRA), helped set critical federal standards on pollution, and aided in critical state wins like Michigan’s 2023 100% clean energy standard. Now, under the Trump administration, they are helping states both achieve bold climate progress and defend against attacks on progress, building momentum toward a cross-state climate affordability agenda and renewed climate leadership.

The Opportunity

Evergreen’s VP, Policy is charged with developing and executing a bold, actionable policy agenda for states and the country to continue leading on climate. As a member of the Evergreen leadership team, the VP, Policy will work with Evergreen’s Executive Director and VP for States to identify policy priorities to address the climate crisis and build a more equitable world. They will also play an integral role in the work building the political conditions to make these policies a reality at the state and federal level, by designing policy interventions that meet the current political moment and coaching other members of the team on doing the same for their portfolios. As part of this, the VP, Policy is tasked with building, strengthening, and managing diverse organizational partnerships that will fortify the climate movement by working to advance intersectional policies and strategies that align with the organizational mission.  

The VP, Policy will work closely with the leadership team to ensure seamless collaboration across departments, bringing the full range of Evergreen’s communications, policy, and advocacy strengths to bear in service of enacting their bold policy agenda. This will include coaching the policy team to integrate seamlessly with the States team in core states (currently MI, WI, NY and PA) while simultaneously leading the work to establish a bold policy vision applicable across the country. This position will directly oversee the Policy department.

Key Responsibilities

Policy Visioning & Development

  • Work with the Executive Director and VP for States to establish ambitious federal and cross-state policy agendas
  • Work with Directors and teams to develop advocacy, media, digital, and partnership strategies to advance this policy vision
  • Direct and oversee policy analyses, written content, and research
  • Provide strategic guidance on policy issue areas to the Executive Director and teams
  • Provide analysis on a discrete set of issues relevant to the organizational mission, such as clean power, sustainable transportation and building decarbonization
  • Develop and execute the organization’s policies and strategies related to environmental justice and equity-based policies relevant to the organizational mission 
  • Represent Evergreen before policymakers, government officials, regulators, press, media, and in coalitions and tables across the climate movement

Organizational Leadership & Management

  • Directly oversee the members of the Policy department and serve as a key manager in the organization, helping demonstrate and set robust managerial practices
  • Serve as a member of the Evergreen Leadership team, helping establish and guide organizational direction and implementation of goals
  • Working with the Leadership Team, help ensure effective cross team collaboration and cohesion in service of achieving Evergreen’s organizational goals
  • Help engage in fundraising efforts with Directors and Fundraising Director
  • Work with the leadership of the States team to ensure the entire Policy Team is supporting its state policy and advocacy goals
  • In addition to these specific job responsibilities, the staff member will perform other tasks as directed by the ED to help build Evergreen and accomplish its strategic goals

Partnerships

  • Maintain key partnerships and identify new partnership opportunities across issue areas to advance the organizational mission and help build the power and cohesion of the climate movement
  • Lead Policy team in partnership management, ensuring that partnerships for written and media content are strategic and aligned with the organizational goals
  • As needed, develop legal partnerships to advance organizational goals
  • As needed, work with the Federal Affairs Director to strengthen key stakeholder partnerships 
  • Identify and develop new partnerships across the democratic movement that will be critical for succeeding on intersectional policy
  • Work with the States team to ensure the Policy Team’s work is supporting the needs of key partnerships within states, including with decision makers, environmental justice and equity partners, labor partners, and business/industry partners

Ideal Candidate

The ideal candidate is an experienced climate policy leader with a strong track record of advancing ambitious state and federal climate policy in complex political environments. They bring deep expertise in policy development and advocacy, with a clear understanding of how state and federal policy interact to drive meaningful climate action grounded in equity and justice. They will ideally have issue knowledge/expertise in clean power, expanding sustainable transportation, and building decarbonization best practices.

This individual is a strategic advisor and collaborative leader who can help set Evergreen’s policy vision while guiding teams through execution. They are comfortable overseeing rigorous policy analysis, advising senior leadership, and representing the organization with policymakers, regulators, media, and movement partners.

The ideal candidate is an effective people manager who values mentorship, inclusion, and accountability, and who can build strong, high-performing teams. They excel at cross-functional collaboration, integrating policy, communications, and advocacy to maximize impact.

They bring a movement-oriented mindset and experience building durable partnerships across the climate and democratic ecosystems, including environmental justice, labor, and business stakeholders. Above all, they are deeply aligned with Evergreen’s mission to defeat the climate crisis while advancing a just and inclusive clean energy future.

Core Experiences and Competencies

  • Significant and proven experience (generally 10+ years in more senior roles) in policy research, development and/or advocacy in government or for a non-profit or comparable organization, including experience doing so in a management role
  • Significant expertise in state and/or federal climate policy, ideally with experience at both levels, and a strong understanding of the interplay between state and federal policy
  • A demonstrated track record as a people manager and organizational leader, with a strong skillset in and excitement for mentoring and professionally developing staff
  • A commitment to defeating the climate crisis in an equitable way, galvanizing action from staff, consultants, movement partners, external decision-makers and other key stakeholders

Additional Leadership Skills

  • Ability to lead a team in a way that inspires trust and fosters a collaborative and inclusive workplace culture
  • Strong organizational abilities including planning, delegating, program development/project management, and outcome facilitation
  • Strong communication and interpersonal skills working with staff, consultants, funders, and other key stakeholders to build trust, collaboration, inclusion, and impact
  • Strong relationship- and trust-building skills, including experience forging and maintaining relationships with political stakeholders, grassroots organizations, and coalitions
  • Desire to work collaboratively with other members of Leadership in service of the organizational mission and development

Location & Compensation

This is a remote position and the target salary for this position is $214,500.
